Technical Support Unit
The Technical Support Unit (TSU) has been formed to provide
support to the Andhra Pradesh State Employment Guarantee Council (APSEGC).
Function:
- Monitoring of the EGS Program
- Carrying out evaluation studies that feed into developing key strategies for improving
the efficiency of the programme.
- Advising the government on the strategies to be followed for successful implementation of
the program.
Activities: The kinds of activities taken up under the 3 functions stated
above are as follows:Monitoring: As part of monitoring the TSU is expected to do the following things:
- Monitoring the program and providing monthly reports to the districts level
functionaries.
- The unit does a critical analysis of the information available on the NREGS website and
come up with the poor performers / out layers on 5 parameters.
- The functionaries both at the district and mandal level (Eg.
District Collector, PD’s, MPDOs) for these poor performers are sent a letter
highlighting the same.
- The basic idea is that it should be clear to the district and mandal level
functionaries that there is a close monitoring of their performance.
Evaluation: As part of the evaluation that unit is expected to do the following things:
- Prepare To Rs and carry out relevant field based evaluation studies that would feed into
the strategy for the improving the efficiency of program implementation.
- Conducting Pilots
Advice to the
Government:
- Based on the continuous monitoring and the evaluation studies the unit would send a
series of Advice notes to the government on ways of improving the
functioning of the program, identifying possible opportunity areas and
possible threats etc.
- Identify and
advice on the “preferred works” for implementation as part of the EGS
program based on filed experience.
