ORDER:

 

          Rural connectivity to provide all weather access is one of the eight permissible works listed in the Schedule-I of the NREGA 2005.  Most of the Zilla Parishads in the State preferred to take up Rural Connectivity starting with cement road and connecting to the existing road network, as an end to end solution for access in the most backward areas of the District.  Considering higher proportion of material component for cement roads, it was  felt not feasible under NREGS and accordingly only metal roads were taken up.

 

2)       Peoples’ representatives in the State have come forward to cover 50% cost  of the cement roads by dovetailing MLA / MPLADS Fund. Government after careful consideration of the matter, issue the following guidelines:

 

a)      Source of funding for taking up cement roads under NREGA:

 

i)             Cement roads will be taken up by dovetailing MLA/MPLADS fund with NREGA funds, following 1:1 ratio.

ii)            MLA/MPLADS fund should be transferred to a separate account to be maintained by Chief Executive Officer, Zilla Parishad

iii)          Under NREGA, funds should be tapped from 15% MPP component and 10% ZPP component

iv)          District Collector shall accord administrative sanction clearly specifying the 50% financial tie up from MLA/MPLADS funds and 50% from NREGA funds.

 

   b)   Specification of CC roads:

 

i)        Internal roads of Gram Panchayat shall be taken up for upgrading them to CC standard

ii)       It is decided to lay 3 – 3.75 meter wide CC roads and these roads may be without drains or with drains on one side or with drains on both sides depending on the site connection.

 

   c)    Phasing of the programme:

 

i)        During the first year of 2007-08, CC roads will be taken up in Phase-I villages only.

 

d)      Implementation Procedure:

 

 i)       In a village, the value of cement road shall not be more than Rs.5,00,000. For major Gram Panchayat value of cement road could be more than           Rs.5 lakhs.  After obtaining administrative approval and technical sanction to the cement road work, CEO, ZP  will ensure that the works are included in the mandal shelf.

ii)            CEO, ZP, will also transfer funds received from MPLADS/MLA funds to MPDO of the concerned mandal.

 

 

iii)          A work commencement order will be given by the Additional Programme Officer as and when the work has to be started. 

 

iv)          CEO, ZP, depending on the MLA/MPLADS fund  committed as 50% matching share, shall prepare the list of cement roads where there is demand and obtain the approval of Z.P.

 

v)            For the wage component muster rolls will be maintained by the Field Assistants and payment to wage seekers will be made as per the existing NREGA procedure.

 

vi)          For material component funds will be released to AE, Panchayat Raj, Zilla Parishad/ or Sarpanch of Gram Panchayat, who will take responsibility for procurement of material as per the Rural SSR roads and specifications and get the work executed.

 

 

vii)         AE, PR and the hierarchy of Engineering Staff of PR Department shall be responsible for mark out, measurements, quality control etc.

 

viii)        Chief Executive Officer, Zilla Parishad; MPDO and AE, PR shall ensure that labour displacing machinery and contractors are not used in the execution of the work.

 

ix)          Commissioner, Panchayat Raj at the State level shall be the Nodal Agency for monitoring the programme.

 

2)       Chief Engineer, PR (Roads) shall come up with various standard designs and drawing for the cement concrete roads in the villages to be taken up under this Scheme.
